They represent 2 layers, each with a folded hem, which are tacked together - front of one fold to back of the other - i.e. grotty.

Description
This appears to be the corner of an item with hems running in two directions. Sewing thread: single medium/hard Z spun yarns, occasionally worked as pair. Oversewing at edges of items, running stitches down centre of seams.
